Also within the Federalist papers#39 James Madison instructs us that we are a distinct and independent sovereighnty from the federal government. to wit:
â€œ..the local or municipal authorities form distinct and independent portions of the supremacy, no more subject, within their respective spheres, to the general authority, than the general authority is subject to them, within its own sphere.â€ In other words, what Madison is saying is that the Federal gvernment (not a national government) has no more authority over the affairs of the state and subsequent governments than the president of Russia does. We are in essence a confederation of sovereighn states and subsequent jurisdictions which have enumerated finite authorities to the federal government]]></description>
