Quite the contrary. Webster absolutely rejected the idea that the states may unilaterally nullify federal laws. He explained this at length in the Senate in 1830. Webster explained eloquently and accurately that under the Constitution, the power to review the constitutionality of federal laws lies in the federal courts, not in the states. Thus, he said, there is no constitutional basis for the states to nullify federal law.
