I think a good first step would be to have Congress work from their offices in their states. We have great technology for them to interact via the internet, etc. The rarified air in Washington seems to addle their brains and they forget what we the people want or care about. If they stayed home we would also have better access and cut out the expense of their two homes, travel, Congressional perks like free gas and airplane travel, etc. If we limit terms to 6 years for the House and 12 for the Senate, we could cut out all retiremet benefits and put them on social security. Then they'd make sure it's solvent.
