Brutus&#039; concern gives substantive constitutional support to America&#039;s tenth amendment, which is the &quot;supreme law of the land&quot; per article 6, section 2.

The U.S. Supreme Court&#039;s default should be the limiting, not expansion, of federal powers. When centralized policy making is in doubt, SCOTUS should toss it out.
