As referred to in the article, the founders really viewed rights and powers as 2 sides of the same coin, thus the limitation of contruction of limits to rights, limits the broadness of the powers enumerated to the Feds.

It starts out by saying whatever rights in the constitution can not be construed to deny rights already retained by the people. 1) I thought the constitution never had any rights declared for the people 2) How can rights deny other rights? 3) I thought they only had powers.
