Is anyone else getting strange characters in Yuri N. MaltsevÂ ‘s name and Mikhail Gorbachevâ€™s ‘s name? I’ve tried several different character encodings, but haven’t found one that fixes these characters.

Strictly speaking, non-coercive government is a contradiction. States, by definition:
- Fund themselves through taxes (coercion).
- Monopolize (through coercion) laws and justice in an geographical area.

So, yes, every government is "socialist" in a degree or another.

I would say that a capitalistic government that protects individual property rights as its primary goal can not distribute property in any way. That is because when laws protect the right to transfer property as each individual chooses (over their own property only) then the power to distribute property falls to society and the individual that compose it. Property distribution then becomes an aggregate of the sum of individual choices made by each individual in society and not by the government's decision.
