		<description><![CDATA[I would say that a capitalistic government that protects individual property rights as its primary goal can not distribute property in any way.   That is because when laws protect the right to transfer property as each individual chooses (over their own property only) then the power to distribute property falls to society and the individual that compose it.  Property distribution then becomes an aggregate of the sum of individual choices made by each individual in society and not by the government&#039;s decision.    ]]></description>
