The author asked: "What is a Constitution?"

When it comes to the Constitution for the United States, I see it as a compact or contract between the several States.

The people of the individual States acting as States wrote it-ratified it-and vote to adopt or reject all amendments.

Thus, it is a political compact between the people as States; it is not a social contract between the people in their individual capacity.

The nullification movement is an affirmation of this fact. Only the people as States have the power of nullification.

Hello Jim

Many of the articles that I have read on the tenth amendment are exceptionally very important to me, yours thou, in my own opinion is most imperative.

It is very disturbing to me that so many people do not have a clue as to what may be right or wrong with their own State Constitution, especially when you consider that these are indeed under their own specific authorities to amend accordingly.

Thank you, and please advance these understandings when you can.
