		<description><![CDATA[Given that the Constitution&#039;s silence on immigration makes immigration a state power issue, Article V requires Congress to petition the states for a specific grant of power via constitutional amendment so that Congress can regulate immigration.  In the meanwhile, the Founding States had intended for the federal Senate to kill legislation which wrongly usurps state powers to regulate things like immigration. 
 
The problem is that the Progressive Movement spooked voters into pressuring their state lawmakers to ratify the 17th Amendment, giving general voters the power to elect federal senators.  But more specifically, after elections voters go home and watch football instead of keeping an eye on their federal senators like their state senators had been doing.  Progressive senators then take advantage of voter apathy by helping to pass legislation, like immigration laws, which wrongly usurp state powers. 
 
So thanks to the 17th Amendment IMO, corrupt senators are now helping Congress to regularly bypass its Article V requirement to petition the states for grants of specific new powers, instead basically relying on a military adage, &quot;it is easier to ask for forgiveness than it is to get permission,&quot; in order to illegally expand federal government powers. 
 
The bottom line is that the 17th Amendment has to go. ]]></description>

States cannot establish their own naturalization rules, per Article I, section 8, clause 3.  And the United States cannot usurp State authority to control or regulate immigration within its own borders, per Article VI supremacy clause and the tenth amendment. ]]></description>
