		<description><![CDATA[Doesn&#039;t it bother anyone that the first Continental Congress met in 1774 and the second in 1775-76, and that the second passed resolutions telling the colonies to change governemts from colonies to independnent States, prior to the Declaration? Doesn&#039;t it bother anyone that the armed ofrces of the time, Army, Navy, Marines were authorized by that Continental Congress before the signing of the Declaration--the act of a sovereign power, of a national government? Doesn&#039;t it bother anyone that the Continental Congres was comnposed of  delegates not from those free and independent States, but from thos not free and dependent Colonies? So who formed the central government of the  Continental Congress--? What does this mean for the argument or assertion that the States made or created the national government? If it was the Congress that made the States, via those resolutions, then the argument for the sovereign States collapses. ]]></description>
