		<description><![CDATA[Re-confederating The States

The problem of our current government is that it has become a national government rather than the federation of sovereign States that the Constitution defines. As a national government there is only one level of political power and that is the power of the federal government directly over all of the people of all the States.

States as political entities have been diminished to mere minor regulatory bodies. Unfortunately, this problem cannot be cured by stricter enforecement of the 10th Ammendment. To restore our constitutionally-defined federal government, the States must re-confederate.

The ReddSkye Manifesto provides a framework for such a re-confederation of the States. The Manifesto calls for the repeal of the 16th Ammendment and repeal of the 17th Ammendment. In addition, the Manifesto advocates removing the power to tax from the federal government. A sole federal tax on commercial transactions and a federal tax rate of 4% would be defined by constitutional ammendments. The States would collect the federal tax and hold it in escrow. Then, in Congress, the States would decide how much money they would put in the federal treasury, after deducting any monies owed to them by the federal government.

In addition to these ideas, the Manifesto proposes other means to reign in federal power, all defined by constitutional ammendment.
