		<description><![CDATA[The nullification procedures would be an alternative to a fractured federal relationship with states, however, the Constitution made clear that the organized, and active militia of the States, as constitutionally mandated, was put in place as the direct check and balance to a power vacuum created by Usurpage of the Federal organization.  With a properly founded state militia, every state would by nature be uniformly organized to deal with most problems, because the States alone would agree to send the appropriate representative(s) to D.C. to discuss and debate the situation.  The misdirection of the idea of the militia as proposed all through the years by the federal organization has lead to the breakdown of the idea of State Sovereignty.  The constitutionally mandated militia of the states, and not nullification is the correct and constitutionally approved method of resolve.  A resolution, not by force, but by individual state support from a well &quot;regulated&quot; force of citizens who by their very nature as the governed portend to resolve disputes by their educated presence and insight.]]></description>
