Professor Wolverton wrote ” … ‘ the necessary and proper’ clause … was merely the somewhat redundant guarantee of the supplemental support for building the national government.”. Regarding congress’ enumerated powers, I’d add the tenth amendment as a redundant guarantee of states’ domestic sovereignty apart from the limited powers of national government. In other words, the general government was never authorized to duplicate or assume the powers reserved to the states. Articles like yours make these discussions worthwhile. Thanks, WT
