The most relevant passage is here:
"When Woods uses the word “nullification,” he does not necessarily have in mind formal legislative resistance to federal policy in the mode of the Carolina Nullifiers of 1832-33"

Then it's not Nullification, it's PASSIVE RESISTANCE- and it WON'T WORK, as proven with countless tax-resisters who decided to take on the IRS... and learned that bad things happen to those who "cross the boss."
While it might have worked with Gandhi against the British or with the Afghans against the Soviets, we're not talking about either situation here, but with Americans who are indoctrinated to believe that the federatl government is their rightful national authority.... and only the TRUTH can change that
Start telling it!

Finally, there's nothing "constitutional" about Nullification; that's like saying that "a nation may Nullify a treaty, because the treatys ays so."

Of course that's absurd; national sovereignty simply supersedes any treaty-- and the Constitution, like every federal law, is a FORM of international treaty.
Therefore it may be somewhat technically accurate to say that Nullification is constitutional; however it's misleading, since it first requires recognizing that the states are each sovereign nations unto themselves according to international law.
Otherwise, they are subordinate states within a national republic, and thus the federal government becomes the final authority as to whether a law is constitutional or not.

So the conclusion that one must forget about the Constitution, and recognize the national sovereignty of each state. This is the ONLY way that a state can legally nullify a federal law.

So to overturn this precedent, one must challenge the long-standing claim of 1833 and 1861 that the states are subordinate to a single nation-- and this requries asserting the FACT that each state is a sovereign nation unto itself, BY LAW.

This is the proverbial "elephant in the room that nobody wants to mention;" and so by failing to MENTION it, they concur with the claim that there IS no elephant-- i.e. that the states are NOT sovereign nations unto themselves.

And so the issue comes down to whether these "fair-weather federalists" have the courage of their convictions: i.e. whether they're willing to say that the states are sovereign nations, or whether they'll continue to tip-toe around the issue, while putting up a courageous front.

The question remains: IS each state a sovereign nation unto itself-- or not?

That answer, will determine whether the states can Nullify federal laws.

THAT is the question Woods won't answer. He simply says "I answer that in my book, on page..." but it's never a STRAIGHT answer-- and nothing BUT a straight answer will do.

Until the answer is a straight and outright "YES", then there's no pont in discussing the Constiuttion, or Nullification, or anything else; for we have 150 yeaqrs of fedederal precedent, that the fed will exercise deadly force to enforce federal laws against the states.
