		<description><![CDATA[A two-step process is needed to restore the allocation of authority between the national and state governments originally contemplated by the Constitution.  First, we must amend the Constitution to restore the original meaning of the clauses which have been most distorted by the Supreme Court to allow this unconstitutional expansion of federal power.  These are many, although the most important may be the interstate commerce clause and Section 1 of the 14th amendment.  Then we should amend the 10th amendment itself to create a procedure whereby states can get a declaratory judgment that a congressional law violates the Constitution (as amended and restored to its original meanings) directly from the Supreme Court as soon as Congress passes a law.
