The only "component" of the amendment that he ever mentioned was the preservation of the militia system so as to avoid the need for a peacetime standing army. In a letter to Dr Priestley, June 19, 1802, he referred to the amendment as "the substitution of militia for a standing army," which he said he had gotten Madison to propose to Congress and which the states had ratified.
