Are these foreign nations also somehow obligated to remain loyal to the US government, for taking these bribes?  It didnt work out when we bribed bin laden,  or the taliban ... whatever.  It is what it is now, and NH nor any other state is selling out their constitutional powers to the feds by taking some of the tax money back.</description>
