		<description><![CDATA[The most ignored amendment is not the 10th which has fueled so much debate in this country, it&#039;s the 9th, which deals not with the delegation of powers, but of rights. It says, &quot;The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people. In other words, it says that just because certain rights are not granted by the Constitution does not mean that the people do not have those rights.]]></description>
