It is believed that Eisenhower &quot;started&quot; the war but the president is allowed to have a small amount of troops in a country for 90 days or something. Johnson was the one who escalated the war. It was approved by Congress and technically is wasn&#039;t exactly a war. They called it something else. ]]></description>

In times of warfair or disruption in peace, the government holds power to alter itself to promote the greater good. Of course, some of these wars, by popular opinion, have not exactly been for the greater good, but the government does hold the power to do what they feel is right, and if you disagree with their choices, you are free to voice your opinion to them, but you cannot take this right away, as it is in the Preamble and in the Elastic Clause (&quot;necessary and proper clause&quot;). ]]></description>

		<description><![CDATA[I suggest some of you read the history books a little more.  The constitution says that only congress can declare war.  It does not say that war has to be declared everytime a conflict happens, nor does it specify what constitutes a declaration of war.  

Ironic that someone quotes jefferson, since he sent US forces into conflict abroad without any declaration of war from Congress.]]></description>
